 In most cases, the punch list is a document created by the owner, architect or design representative (or sometimes the general contractor). When the contractor calls, says there is substantial completion the inspection that follows is done together by these parties and where they identify and point out any unfinished work or work that has been done wrong. Upon initial listing of the contractor, the architect normally confirms the same. The final version will be accurate and fair because there is collaboration.
